The Hopkinton Select Board received an update April 7 on ongoing capital projects, with a detailed discussion of the phased 2018 George Park plan and the town’s 20-year capital improvement plan.
George Park: Staff said phase one of the park plan is complete and that this year’s CIP includes $200,000 for new restroom facilities. The board heard that the bathrooms will remain in their current general location rather than moving to a central ‘snack-shack/announcer’ structure envisioned in the original plan; the proposed design calls for four individual unisex bathrooms, a small storage area and plumbing connections to municipal sewer, replacing an existing septic system. Board members discussed whether to revisit field orientations (sun exposure for soccer and field hockey), the feasibility and funding of a track (previous petition warrant for a larger, $3.5 million stadium failed at town meeting), and soliciting input from current high-school athletes before finalizing layout changes.
CIP, roads and lagoon work: The board reviewed road and bridge projects in the CIP. DPW plans include shimming, chip sealing and paving funded in part by the operating budget (about $584,000) and bond proceeds for top coats. The estimated cost to finish Brier Hill and top-coat the corridor is about $1.35 million with a remaining shortfall of approximately $690,000. Engineering is under way for East Pentacook Road and Broad Cove Road bridges. Staff reported that lagoon sludge removal work and related loan/bond paperwork are being prepared for submission at month-end; the town is pursuing state and federal grant opportunities, including the Clean Water State Revolving Fund and congressionally directed funding, to reduce borrowing needs.
What’s next: The board agreed to continue public engagement on George Park sequencing and to revisit field orientation if multiple users raise concerns. Staff will proceed with contractor solicitation for restroom work this summer and continue engineering and permitting for bridge and lagoon projects. The CIP spreadsheet will be updated and presented to the board and CIP committee for review.
