Homeowner Mr. Singh sought permission to add a 12‑by‑16‑foot, three‑season sunroom (10‑ft peak) on a concrete slab at 126 Pisley Place. Dominic Ronco, project manager for Tri‑State Building Specialties, described the structure as non‑habitable (no permanent heating or cooling) and said it would match siding and shingles to the existing house.
Planning staff explained the lot sits in the senior citizen zone where the required rear setback is 20 feet; the applicant asked to reduce that to 8.1 feet. Staff and the environmental commission focused questions on stormwater runoff and recommended plantings near downspouts to help infiltration. Ronco said the sunroom will have gutters and downspouts routed to grade toward the rear and proposed dry wells or plantings if the homeowners association permits them. The homeowner agreed to comply with staff recommendations and allow a final inspection for drainage mitigation prior to issuance of the certificate of occupancy.
After no public objections, the board moved and on roll call granted the bulk‑variance to allow the rear‑yard encroachment, subject to construction‑official and planner recommendations on drainage and final inspection.
