Holly council confirms appointments, awards contracts for depot survey and backflow program

At its Jan. 13 meeting, the Village of Holly council approved several routine and contract items on the consent and new-business agendas.
Appointments and resolutions - Resolution 2026-01 confirmed the village president’s appointment of David Schmidkott to the Construction Board of Appeals with a term through Dec. 31, 2028. The council moved, seconded and approved the resolution without public comment. - Resolution 2026-02 confirmed the appointment of Angela Feliz to the Planning Commission through Dec. 31, 2028; council approved the nomination by roll call.
Contracts and procurement - The council approved a two-year contract with HydroCorp to continue the village’s commercial, industrial and residential backflow prevention program, with a not-to-exceed amount of $41,319.50 to be split over two years. Staff said HydroCorp (with the village since 2001) maintains the program required under federal and state drinking-water regulations. - The council authorized a not-to-exceed $1,800 contract with Intertech PSI to perform an asbestos survey for the Holly Union Depot. Staff explained the state treated the foundation removal as a demolition activity that requires an asbestos survey and documentation for grant compliance; the contract includes a contingency in case additional on-site testing is required.
Consent and warrants - The consent agenda — including minutes, receipt of multiple DDA meeting minutes, a Planning Commission resignation and authorization of a warrant listed in the agenda — was approved as amended.
All motions were approved by roll call as recorded in the meeting minutes. Staff said the depot-related work is part of an ongoing restoration effort tied to grant requirements and that the asbestos survey will be used for the next stage of restoration and grant filings.
