Board approves junkyard licenses and tables volunteer services tax changes for further review

The East Manchester Board of Supervisors approved two junkyard (salvage yard) licenses for 2025 and deferred final action on proposed changes to the township’s volunteer services tax rebate program.
Zoning officer Kate reported that the assistant zoning officer and staff inspected two properties and recommended approving licenses for 1277 Canoga Creek Road and 509 Jerusalem School Road for 2025. The board moved, seconded and unanimously approved both licenses.
On the volunteer services tax program, Kate explained that the current ordinance caps each rebate category at $1,500 and imposes a $3,000 total cap across categories. After discussions with the York Adams Tax Bureau and the township solicitor, staff recommended removing the $3,000 total cap to simplify administration; York Adams staff said few people would reach the $1,500 threshold. Kate and other staff asked for suggested language changes from Supervisor Mark Shroyer and said the board should review a redline draft next month. The board agreed to table the amendment for February to allow staff to circulate proposed revisions.
"It would be way easier to just get rid of the three grand total," staff said during the discussion, summarizing consensus reached in consultation with tax bureau staff and counsel.
Next steps: Staff will receive suggested edits from Supervisor Mark Shroyer, draft ordinance language for the board, and present the amendment for consideration in February.
