Hillsboro council held first readings and public hearings on a voluntary annexation request and two proposed amendments to the 2007 zoning ordinance concerning signage. Planning and Zoning had forwarded recommendations on each item.
On the annexation, staff described a request to initiate voluntary annexation proceedings for approximately 49.57 acres in the FM right survey (abstract 964). Planning and Zoning recommended annexation and applying SF-7 single-family residential zoning with an increased-density overlay. Staff said only one person in the 20-day notice area responded requesting clarification; no one from the public spoke at the hearing.
Council also held the first reading of an amendment to incorporate LED signs into the permanent-sign schedule and to add a definition for LED signs. The proposed changes would allow LED faces on certain sign types (off-premise, pylon, monument) under the existing size, height, and quantity limits and would require messages to be displayed for a minimum of eight seconds, with message changes completed within two seconds and occurring simultaneously across the sign face.
A second ordinance presented for first reading would amend the outlet-mall redevelopment overlay to allow limited off-premise signage options, permit multiple businesses to share a pole/pylon with separate sign cabinets, and prohibit a business from having duplicate pole/monument signs of the same category. Planning and Zoning recommended both ordinances for approval. Each first reading opened a public hearing and closed with no public commenters; the items will return for further consideration on second reading.
