Chairman Naylor moved to adopt the ordinance and the motion was seconded; the roll call vote was unanimous. The ordinance authorizes East Manchester to sign the necessary documents to join York and Windsor Townships as founding charter municipalities in a regional police department that will later be joined by Spring Garden Township.
Darl, speaking for the county/regional police, said the merger with Spring Garden is near completion and that Spring Garden’s February vote will start a 150‑day clock for remaining administrative steps. “We’re very, very close — it’s going to take a couple months to dot the I’s and cross the T’s, but I think it’s imminent that we’re going to merge with Spring Garden in the near future,” Darl said.
The board and staff did not record any dissent; after the vote, supervisors signed the required documents. The adoption formalizes the township’s participation in the multi‑municipal charter and starts the process for operational and administrative integration. Staff said they will hold the executed documents until remaining charter municipalities complete their actions.
Next steps: Spring Garden Township is expected to vote in February; that action will trigger the 150‑day period described during the meeting for completing required steps and filings.
