At its Jan. 5 reorganization meeting Hempfield Township's Board of Supervisors approved a series of employment agreements for senior staff and adopted the township's 2026 salary schedules.
Key personnel contracts approved include: an employment agreement with Anthony Kovacic as Fire Chief & Director of Emergency Services for 2026–2027 setting a salary of $91,500 for calendar year 2026 and a 3% increase for 2027 (Resolution No. 2026‑27); an agreement with Marissa Haynes as Director of Parks and Recreation for 2026–2029 with a 2026 salary of $78,000 and annual 3% increases thereafter (Resolution No. 2026‑28); and an agreement with Austin Erhard as Director of Public Works for 2026–2029 with a 2026 salary of $91,500 and 3% annual increases (Resolution No. 2026‑29).
The board also approved deputy and operations contracts: Justin Eisele as Deputy Director of Public Works ($73,500 for 2026), Beth Ratkus as Deputy Director of Finance ($74,000 for 2026), Benjamin Rudd as Deputy Fire Chief—Operations ($75,000 for 2026), Sean Hearn as Deputy Fire Chief—Fire Inspector ($80,000 for 2026) and other deputy and program leadership contracts as listed in Resolutions 2026‑30 through 2026‑36. Lloyd Fait was appointed Director of Finance for a one‑year term at $77,500 (Resolution No. 2026‑36).
Resolution No. 2026‑37 established 2026 salaries for non‑union and non‑contracted township employees, listing individual titles and pay (examples include Callie Krueger, Executive Assistant, $71,750; Matthew Pernelli, Planning Manager, $74,000; and others). The board also approved the standard mileage reimbursement rate for 2026 at $0.725 per mile (Resolution No. 2026‑38) and ratified union wages and part‑time/seasonal pay scales as attachments to the minutes.
Several items that affect pay and appointments were administrative and passed with recorded unanimous votes. One recorded exception was the vote on Resolution No. 2026‑39 (Class I members of the Hempfield Fire Department Relief Association), which the minutes record as a 4‑1 vote with Bretz noted separately.
These contracts take effect as specified in the resolutions and will be executed by the township manager following board authorization.
