Prospect Heights council unanimously approves sideyard variance, Elm Street stormwater engineering agreement and IDNR IGA amendment

The Prospect Heights City Council on Feb. 23 approved several land-use and infrastructure measures, voting unanimously on each recorded motion.
The council waived the first reading and then approved ordinance 02601, granting a sideyard variance at 2011 West Kennelorth Avenue to resolve an encroachment (described in staff materials as a fence). Alderman Morgan Adams moved the waiver and the subsequent approval; Alderman Cameron seconded both motions. Roll-call votes recorded unanimous "I" votes for approval.
Council also authorized a civil engineering services agreement with Gwalt Hamilton and Associates for design work on the Elm Street stormwater expansion project in the amount of $67,000, subject to the city attorney's review. Staff described the stormwater work as the first step required before building a sidewalk to connect Willow Road to Elmherst Road; the Willow Road sidewalk project is planned to be constructed if a road bond on the March 17 ballot is approved. Alderman Anderson moved the resolution; Alderman Morgan Adams seconded, and the motion passed by unanimous roll call.
Separately, the council approved R2605, an amendment to the joint funding agreement with the Illinois Department of Natural Resources for the Upper Displays River flood damage reduction project. The amendment extends the termination date of the intergovernmental agreement to 2028 to allow additional time to complete the project; the IDNR contribution remains $500,000 while the city's remaining share was described in discussion as about $150,000. Alderman Morgan Adams moved the approval and Alderman Anderson seconded; the resolution passed unanimously.
The ordinance to allow sale, donation or destruction of surplus vehicles (including an ex-K9 vehicle) was introduced at first reading and will return for a vote at the next meeting.
Why it matters: The Elm Street stormwater engineering contract paves the way for a connected Willow Road sidewalk project, which staff said relies on addressing stormwater first; the IDNR amendment preserves a $500,000 grant and provides a two-year extension to complete flood-mitigation work. The land-use variance resolves an encroachment issue at a specific address.
