The Ennis City Commission voted Tuesday to adopt a five‑year tourism strategic plan that officials said will be funded by hotel occupancy (HOT) tax revenue and aimed at supporting small businesses and increasing the city's visibility.
Staff described the plan as phased over five years with low‑cost, early priorities already underway — a refreshed website, a tourism visitors guide, social‑media content and photography — and larger projects scheduled later. The plan also envisions forming a tourism board; that work is under way with the city legal team.
Commissioner Haney moved to adopt the plan; Commissioner Watson seconded the motion and the commission approved it by voice vote. Staff emphasized the plan is dynamic and will be refined as funding and consultant input evolve.
The mayor and staff framed the plan as an economic tool intended to support local businesses and preserve culture rather than as a general fund expenditure; the document will guide future budget decisions related to tourism investments.
