Commissioners asked whether the prior payments represented value received; staff said some diffusers were repaired but the final camera inspection and verification were incomplete, so they chose termination and rebid rather than a lengthy legal challenge.
Staff will continue to provide weekly updates from the contractor and to seek cost-effective repair methods for the two diffusers with severe offsets.
