Staff presentation: Town planner Greg reviewed the five-acre site currently zoned MX (mixed use) and said conditional zoning allows a range of nonresidential uses but requires schematic site plans and sufficient technical substantiation. Staff told the board they had not seen engineering studies required by the UDO checklist: a certified stormwater analysis showing pre- and post-development peak runoff for a 100-year event, confirmation of septic capacity or county approval if applicable, and verification that the site meets the 10% pedestrian-accessible open-space requirement.
Public remarks and applicant response: Several residents said they were concerned about pedestrian safety along Providence Road and the adequacy of septic and stormwater systems. Resident Melissa said adding two medical-office buildings outside the downtown core could increase unsafe pedestrian crossings. Applicant representative Stephen Overcash said the project team had already spent "over $100,000" on engineering, septic design and traffic work and described the plan as schematic; he asked that the board not require full civil construction sets at this stage because of prohibitive cost.
Board action: After debate about what constitutes a "complete" conditional-zoning application under the updated UDO and questions about enforcement and checklists, a board member made a motion to table the application for 30 days so the applicant could provide the missing materials. The motion passed by a voice vote. Board members asked staff to explicitly list which exhibits or certifications must be supplied and said the applicant could call a special meeting if they obtained materials sooner.
Why it matters: The board identified stormwater and septic documentation as threshold issues because Weddington is served primarily by septic systems and the town's 100-year storm standard must be met for new nonresidential development. The project sits on a busy segment of Providence Road and planners noted the current site plan does not provide pedestrian connections to adjacent parcels or the road, which conflicts with pedestrian-friendly land-use goals.
Quote: "If we have concerns about stormwater or how this project will impact sewer and stormwater, they are code requirements and I more strongly encourage them to be conditions of approval," Town planner Greg said.
The board directed staff to prepare an explicit completeness checklist and to confirm when the application is re-submitted as complete for review and recommendation to Town Council.
