Holbrook council adopts roughly $12.4 million budget for fiscal 2025

Holbrook — The Holbrook City Council voted July 10 to adopt its final budget for fiscal year 2025, approving Resolution 24-8 after a brief public hearing and council discussion.
The mayor read the resolution adopting the budget the council had been working on in prior work sessions and identified the total as roughly $12.4 million; Randall L. Sullivan Jr., the city’s finance director, confirmed the figure during the reading. Council members discussed that the tentative budget had included a zero amount for an extra public-safety retirement payout; several members said they want to review that line before any reallocation.
"We do actually have some money allotted this year," Randall L. Sullivan Jr. said as he answered a council question about available funds to address abatements and beautification. Council members also observed the city emerged from about a $3 million deficit the prior year and that the final budget does not preclude later amendments for large-ticket items.
A resident, identified in the meeting as Gerald, pressed the council during the public hearing to translate words into action on code enforcement and sidewalk repairs. "All we have heard from you people is talk," Gerald said. Council members and staff replied that code enforcement and a weed-abatement priority are included in the budget and offered to meet with him to follow up.
Councilmember motioned to adopt Resolution 24-8; the motion passed on a roll-call vote with the following affirmative votes: Councilmember Black; Councilmember Dixon; Vice Mayor Nelson; Councilmember PCO; Councilmember Pack; Councilwoman Tooya; and Mayor Smith.
The council chair and staff said routine adjustments would be handled as budget amendments brought back to the council as required.
Next steps: The adopted budget will guide FY2025 spending; council members said they will review specific line items and return to the council for any large amendments.
