Board approves Vineyard South Mine expansion, adds four parcels and three years of mining

The Board approved a use-permit amendment, zoning change, reclamation-plan amendment and related development-agreement changes to expand surface mining at Vineyard South by 86 acres and extend operations three years; CEQA addendum found no substantial changes to the 2019 EIR.
On May 19 the Sacramento County Board of Supervisors approved amendments to extend and expand the Vineyard South mining operation, adding four parcels totaling 86 acres and authorizing three additional years of mining activity.
Planning staff summarized the proposal to add approximately 60 acres of active mining to the permitted footprint and increase extractable aggregate to about 16.1 million tons (up from 13.1 million previously permitted). Staff said an addendum to the 2019 EIR concluded no substantial changes or new information required recirculation and that only minor technical updates were necessary. The Planning Commission had recommended approval.
Conditions included updated monitoring and reporting, a cents-per-ton public-benefit payment that the operator routes through a nonprofit (the applicant selected Sacramento Splash to receive funds for youth programming), and an easement-reservation agreement for Waterman Road to satisfy Department of Transportation conditions.
The board voted to adopt the CEQA addendum, approve the community-plan amendment, rezone parcels to add the surface-mining combining zone, approve the use-permit amendment and reclamation-plan amendment, and authorize the development-agreement amendment and associated easement actions; the action passed 5-0.
