Greenwood approves Waller Avenue streetscape contract and budget amendment request

City Council voted unanimously to authorize the city manager to execute an agreement with AOS Specialty Contractors for the Waller Avenue streetscape project and approved a related budget amendment request to provide the city’s required match and cover grant administration costs.

Staff presented renderings of the streetscape work and emphasized preservation of existing brick pavers where feasible, a new stamped‑concrete treatment beyond the preserved section, granite header details, and retention of mature crepe myrtle trees except where construction requires removal. Julie (staff) explained the project is funded in part by a Community Development Block Grant (CDBG) administered through the regional Council of Governments; staff noted the Department of Commerce must review contract documents and that council’s action authorizes the manager to sign once state review is complete.

Julie told council that although the low bid from AOS was below staff’s estimate, state grant rules require the city to commit to its match now; she said staff will request a reduction of the match at the end of the project if final costs are lower than anticipated. Council discussed typical COG administration fees and potential change orders.

Why it matters: the project will rebuild and beautify a key Uptown corridor, preserve historic paving where possible, add plantings and irrigation, and aim to improve pedestrian access. Staff said a traffic study and crosswalk improvements near a school will be required if traffic thresholds are reached.

What’s next: staff will finalize the contract after Department of Commerce review and return with final budget adjustments if required. The council also approved Ordinance 24‑16 amending the hospitality budget to make related appropriations.
