KSCJ Consulting representative Yan Johannes presented the lot‑line change during a public hearing, saying no development is proposed and the rear portion will be donated to the wildlife preserve and combined with an adjacent parcel. Neighbor Stockbridge spoke in support, urging the board to recognize the conservation benefit of retaining open space.
The board completed SEQR Part One/Two review and voted to issue a negative declaration, concluding the proposed action will not result in significant adverse environmental impacts; the record notes identified wetlands on site and the presence of bog turtle habitat but found no net adverse impact from the proposed lot‑line change. Conditions attached to approval include filing a final plat within 180 days, filing the signed plat with Westchester County land records within 60 days, and submitting six copies of the fully executed plat for town retention.
The resolution also includes a formal waiver of the town recreation fee typically charged for created buildable lots. Board members said the waiver was appropriate because the proposal produces no net increase in lot count and preserves open space adjoining the marsh sanctuary. The applicant must submit any outstanding SEQR Part One/Two details requested during the review (wetland identification entries) and comply with the filing deadlines set by town code. The board closed the public hearing and carried out the approvals at the same meeting.
