Council members asked for clarity about the reimbursement certainty and the project—s impact on short‑term liquidity. One councilor queried whether the language that "may be reimbursed" was inconsistent with a resolved statement that costs "will be reimbursed." Staff noted that federal and state reimbursement rules can require specific documentation and that reimbursements are contingent on meeting those guidelines; if documentation or eligibility is not met, the city may not receive full reimbursement and would need to appropriate any shortfall.
The resolution passed by roll call with all members recorded in favor. Councilors noted prior Bridge New York projects that were fully reimbursed but stressed the need to manage cash flow while awaiting state reimbursements.
