Council approves $12,500 transfer to repair Parade Ground driveway after engineer cites trip hazards

The Wallingford Town Council voted on April 14 to transfer $12,500 from a contingency miscellaneous account to the Parade Ground driveway account to address documented tripping hazards and surface deterioration.
Town Engineer Allison Kapicinski summarized three options: replace the current 8-foot concrete driveway with two 2-foot paver bands (an $16,100 bid for an 8-ft configuration), install a 10-foot standard concrete driveway (estimated $19,000–$20,000 with paver bands), or use a 10-foot concrete driveway with stamped concrete edges (the most expensive and problematic for plowing and long-term matching). Kapicinski said the standard 10-foot concrete driveway best met safety, maintenance and cost considerations.
Kapicinski also said the town’s risk manager initially reported the surface as a trip hazard and that a member of the public later reported it again; the hazard is documented in department files. Several councilors expressed a desire to make the Parade Ground aesthetically pleasing in a separate project but agreed to treat the current work as a safety repair funded by the transfer.
The motion to transfer $12,500 passed on a voice vote. The council noted that any future aesthetic improvements could be scoped and funded separately.
What happens next: public works and engineering will schedule the repair; if council or administration decides to pursue stamped concrete or paver accents later, a separate procurement or project budget would be required.
