Shafter council approves midyear budget amendments; finance director to execute minute order

He explained an example showing year-to-date labor spending of about $12 million against a $21.2 million annual labor budget and discussed revenue variances such as a sales-tax decrease versus prior projections. Sanchez described how one-time capital and multi-year CIP timing affect current-year spending.
Council asked procedural questions about whether the item required a minute order; Sanchez said he requested the minute order so auditors would see council authorization for the adjustments. The council moved and approved the minute order by roll call.
Sanchez said staff will present the final fiscal-year-close figures at a future meeting and continue to provide monthly treasury/budget updates.
