The East Pennsboro Township Board of Commissioners on March 11 granted a time extension to April 15, 2026 for the revised final subdivision and land development plan filed by WEB Contracting, after township consultants said the submission lacks coordinated as‑built plans necessary to finalize a floodplain/H&H review.
Joe Nordello of Gibson Thomas Engineering, identifying himself as a certified flood plain manager, told the board that Har‑Tek Engineering submitted an H&H analysis without the associated as‑built plan. Nordello said his H&H comments dated Feb. 16 have not yet been addressed and that the as‑built (submitted March 11) must be integrated into a revised H&H analysis before the township can approve the plan or submit documents to FEMA.
Staff outlined a proposed schedule to reconcile the paperwork: the as‑built information should be provided to the engineer (Mark Jones) within seven days, then allow roughly two weeks for review. Based on those estimates staff recommended, and the developer agreed, that the developer grant an extension to April 15 so the township can review a coordinated resubmission.
The board made a motion to accept the extension for the WEB Contracting revised final subdivision/land development plan and to table related agenda items until the April 15 meeting. The motion carried by voice vote.
Township staff emphasized that the as‑built cannot be approved separately until the H&H analysis associated with it is complete and actionable, and that final documentation is required for the FEMA submission that enables property owners to obtain appropriate flood insurance.
The board recorded no dissent and asked the developer to follow up in writing to document the extension for the township minutes and record.
