East Pennsboro adopts live-streaming policy as residents praise transparency

The East Pennsboro Township Board of Commissioners on March 11 adopted formal policies to live‑stream and record public meetings, a move residents said will improve transparency for people who cannot attend in person.
The board approved Resolution 2026‑8 and Resolution 2026‑9, which establish a live‑streaming policy and procedures for recording meetings, as part of a consent package the board passed by voice vote. The consent package also included a Teamster contract, an appointment to the Fire Rescue Advisory Committee and a directive to the solicitor to advertise a zoning text amendment proposed by Central Penn College for possible action April 15, 2026.
"This is one of the biggest steps I think this board can take to provide for transparency, to provide for accessibility to the public," a resident told the board during public comment, noting the move coincided with Sunshine Week and urging recordings not be edited. The resident said county commissioner recordings are made available without delay and urged East Pennsboro to follow that practice.
Township staff explained the township installed streaming equipment and that residents may both view meetings on YouTube and participate remotely by calling in through Microsoft Teams. Staff said residents who wish to participate remotely should contact the township phone line or admin@eastpennsboro.net at least 48 hours before a meeting to receive Teams credentials and dial‑in information; YouTube automatic captions will be available after posting.
Several public commenters recommended the board seek formal training on the Sunshine Act from the state Office of Open Records to ensure legal compliance and consistent interpretation.
After the vote, commissioners thanked staff members — including Ed Myers — for implementing the system and noted that past meetings are expected to remain available on the township's YouTube channel.
The board is scheduled to consider the advertised text amendment from Central Penn College at the April 15 meeting. No changes to the live‑streaming policy were announced at the session.
