Hempfield School District wins waiver to advance Landisville campus master plan; construction targeted for next summer

The East Hempfield Township Board of Supervisors approved a waiver of the preliminary-plan filing for the Hempfield School District Landisville Campus Master Plan (Township File 258), 5–0, allowing the district to move directly to final plans and aim to begin construction next summer.
Hugh Kadel of LA Group summarized a campus-wide master plan that replaces and renovates aging facilities, relocates varsity baseball, upgrades the stadium and press boxes, proposes a new fieldhouse to serve multiple campus uses, and reconfigures parking and vehicle circulation to separate pedestrians from drop-off and bus activity. Kadel said the district is seeking to minimize conflicts between buses, parent drop-off and student parking.
District representatives said current enrollment is about 2,300 students and the master-plan design target is roughly 2,600; the district described the additional 200 seats as a long-term planning number rather than an immediate enrollment change. The district also described a traffic analysis that examines 13 intersections on and near campus; PennDOT indicated it will rely on the township’s traffic study rather than require a separate state-level study.
Residents asked about stormwater and flooding, citing recent intense storms that overwhelmed local drainage. A resident asked whether the plan would prevent events like the summer flooding on Church Street. Kadel and district engineers said the project will comply with current volume-and-rate stormwater standards, will include underground infiltration facilities and may modify an existing basin to increase capacity. "We're meeting all...the regulations, which is volume and rate," a district representative said.
Board members commended the scope and outreach and approved the waiver conditioned on implementing master-plan improvements through the final-plan process and addressing staff and engineering comments. The district said some early stadium renovations could happen before full campus construction and reiterated the target to begin construction next summer.
What’s next: The district will move to final-plan submissions, complete required traffic and stormwater refinements, and provide permit-level documents to township staff; construction sequencing and precise start dates will depend on final approvals and bid timelines.
