Governance council and district move to shift DC Everest IDEA charter into district program

Noel Phelps, president of the DC Everest IDEA Charter School Governance Council, told the board the council unanimously voted in April not to renew the school's Wisconsin DPI charter and recommended transitioning IDEA from a separate charter to a program within the district.
"Since Idea's opening, the school has graduated 93 young adults," Phelps said, recounting the school's 2011 founding and project‑based learning focus. He cited declining annual enrollment, districtwide enrollment pressures and the recent resignation of two key staff members as reasons the governance council chose not to pursue charter renewal.
District leaders said they remain committed to offering project‑based learning opportunities and are exploring how to integrate IDEA's model and staff into district programming. Dr. Lindell described the 15‑year history of IDEA and said the transition aims to expand access to project‑based learning for more students while leveraging district resources for traditional coursework that IDEA students previously could access only by traveling to the high school.
Board members and speakers emphasized preserving the core project‑based experience for IDEA students while working through staffing, facility and contractual details. Noel Phelps thanked the district and board for historical support and said the governance council hopes the program approach will provide continuity for project‑based learners.
The board did not vote to adopt or reject the governance council's decision at this meeting; district staff said they will continue planning and return recommendations and details about the transition for future board consideration.
