Memphis City Council honors local innovators, students and ministers; approves consent and fiscal items

The Memphis City Council used its May 26 agenda to honor several local achievements and to approve a broad consent package of ordinances, resolutions and fiscal items.
Councilwoman Logan read a resolution recognizing Mason Todd for development of an AI-powered health application to help low-income families access health-care resources; members praised the young innovator and the recognition was approved by acclamation. Councilwoman Cooper Sutton sponsored a resolution renaming segments of Horn Lake Road in honor of Reverend Dr. Gerald Rayborn Sr.; family members accepted the recognition and the council adopted the resolution by acclamation.
Councilwoman White presented resolutions honoring students Payton Gibson, Carter Holmes and Ty Miller of T-STEM Academy for national recognition in the 2026 C-SPAN Student Documentary Competition and commended their mentor, Marshon Calvin.
On routine business the council approved a consent agenda that included first-reading ordinances 5972 and 5973 (tourism development zone and a street-name change), engineering approvals, plats, and other items. The council accepted a $90,692.98 donation from the Eloise Bishop irrevocable trusts for the Memphis Animal Shelter to support heartworm treatment and adoption subsidies (item 12), and approved a series of MLGW fiscal consent items (items 13–27) that authorized contracts, scope changes and purchase orders across utilities and procurement functions.
Several add-on items were also approved with same‑night minutes, including acceptance of a $133,991 DOJ grant and the impasse/ordinance-review items described separately.
