Garden City adopts North Ada County Fire impact-fee ordinances and approves intergovernmental agreement

The Garden City Council adopted a set of ordinances amending the city code to update impact-fee schedules for the North Ada County Fire and Rescue District (Ordinances 1060-25, 1063-25, 1064-25) and approved a related resolution establishing intergovernmental terms.
The ordinances adjust the district’s impact-fee schedule consistent with the capital improvement plan presented earlier in the packet; the revised fee table is in the ordinance text. William F. Gigray III, an attorney representing North Ada County Fire and Rescue District, summarized the legal changes and urged council adoption. City staff and the district agreed on administrative terms in an intergovernmental agreement (appendix to the resolution) that will reimburse the city for impact-fee processing: a flat $80 monthly administrative fee and $20 per processed impact-fee transaction.
Council completed third readings on the ordinances and adopted them by recorded vote. The council also approved the resolution formalizing the intergovernmental agreement and accepted the updated capital improvement plan for the district.
The adopted changes amend technical code language, update the fee schedule and create a billing arrangement intended to cover city administrative costs for processing impact-fee transactions for the district.
