Energy-efficiency officials outline Mass Save 2024–2027 plan with equity and community partnerships at center

The council heard a detailed briefing on Mass Save’s 2024–2027 triennial plan, which consolidates residential, low-income and commercial/industrial initiatives and emphasizes equity-focused delivery through community partnerships and workforce supports.

Joana Boramar (Mass Save director of energy efficiency, as identified in the meeting) described program structure and eligibility tiers, including a moderate-income band (roughly 61%–80% of area or state median income) and carve-outs for low-income customers. She said all customers can receive a free home energy assessment and that certain measures may be fully financed for eligible participants.

The plan includes a new Mass Save solutions center (to launch in two weeks from the meeting date) to provide technical support via phone, chat and e-mail and online decarbonization consultations. Joana said the administration is allocating equity-focused funding and workforce-development resources, and that about $1.78 million had been cited for equity supports within the plan’s materials.

Council members pressed for more granular quarterly reporting and clarity about funding sources (including whether Inflation Reduction Act funds or other federal money would be used). Joana said more detailed reports will be made available and offered an e-mail contact for follow-up questions.

Next steps: Staff invited council members and the public to a scheduled webinar and follow-up workshops and said additional program documentation and quarterly reports will be provided to the council.
