Seneca County commissioners approve tile vacation, levy process and routine contracts in unanimous vote

The Seneca County Board of Commissioners on May 26 unanimously approved a package of routine and agenda-driven actions, including vacating a drainage tile, authorizing refunds to affected landowners, initiating the process for a mental-health levy renewal, extending an airport consultant agreement, and approving several supplemental appropriations.
At the start of the meeting county staff presented a public hearing on the Burley Camp/Wagner tile main B (group number 12-260), explaining the project is a single-landowner case in which the owner has replaced an older tile and sought to remove the old facility from county maintenance. The board adopted a resolution vacating the tile and later approved a separate resolution authorizing refunds to landowners from any remaining maintenance fund for that tile.
The board also approved a resolution declaring the necessity to renew a 10-year, 0.7-mill mental-health and recovery levy and moved the measure forward in the statutory process for placement before voters. The county received a presentation from a representative of the Mental Health Recovery Service Board explaining that the proposal is a renewal (not a new tax) and that levy proceeds remain county-specific.
Additional actions taken by the commissioners included:
- Approving three supplemental appropriations, including a $750 one-time software license/setup fee for a cloud migration and two reverse supplemental entries in the EMA fund related to expense corrections. - Setting the bid opening date (June 16, 2026 at 10 a.m.) for County Road 5 and County Road 43 pavement resurfacing project C-2026-1. - Authorizing Lauren Bransky, director of the Seneca County Department of Job and Family Services, to act as the commissioners’ designee for intra‑county fund adjustments for July 1, 2026–June 30, 2027. - Approving amendment No. 3 to the county’s general services agreement with airport consultant Stantech, extending the agreement to Sept. 30, 2026 and adding up to $6,000 for work outside the firm’s base scope.
Following an executive session on personnel, the board approved a resolution terminating the employment of Daniel Chase. Commissioners recorded affirmative roll-call votes for the termination and for all other resolutions on the agenda.
The board adjourned at about 11:15 a.m.
