The St. Louis City Legislation & Rules Committee approved two mayoral appointments to the city’s Clean Energy Development Board during a brief meeting May 26, 2026. The committee recorded five affirmative roll-call votes for each appointment.
The committee approved Steven Westbrook’s appointment first after a motion to appoint him and a second. The clerk conducted a roll-call vote with Alderman Cohn, Alderman Narayan, Alderwoman Keys, Vice Chair D'Amico and Chairwoman Velasquez each recorded as voting in the affirmative; the chair declared the appointment accepted.
With the first appointment complete, the committee moved to consider Emily Andrews for the same board. The motion was seconded and approved by the same five-member majority. The clerk stated there was no written testimony on file and the committee heard no public testimony for either appointment.
The chair announced a tentative additional Legislation & Rules hearing to be held this week, tentatively at 3:00 p.m. on Thursday, and said official notice would be sent to members. The meeting adjourned after a brief exchange clarifying who made motions and the requested previous roll.
