Oviedo staff present balanced FY 2026–27 general fund budget; capital priorities funded

City finance and administrative staff presented a high-level FY 2026'027 general fund budget at the Oviedo work session, saying the plan is balanced and that key capital priorities are funded heading into the June and July decision cycle.
Staff said department directors prioritized the top 10 capital projects and that nearly all those items are funded in the proposed plan. Examples cited in the presentation: a fuel-master replacement (funded via transfers totaling roughly $83,000 across funds) and an OnBase cloud migration (approximately $186,000 one-time in the current year with an estimated recurring hosting/service cost of about $86,000 annually). Staff described a total capital package near $1.2'$1.3 million that will be carried forward through the use of fund balance and the city's normal carry-forward process.
Finance staff also said the city reached a milestone in vehicle replacement funding, noting the program is fully funded for replacements this year and therefore the city expects to avoid routine vehicle lease or loan financing that previously increased net costs. "This is the first time since I've been here at the city of Oviedo that we have had the funding to be able to fund our vehicle replacement plan at 100%," staff said.
On revenues, staff noted a recent update from the property appraiser that raised the ad valorem estimate from 3.5% to 4.5%; staff said that change increases assessable value by roughly $2 million in preliminary tallies but that final legal budget numbers will be refined before the millage-setting process in July.
Staff reported a net reduction in recurring operating expenses driven by department-level savings and one-time items managed with American Rescue Plan Act (ARPA) funds. The presentation showed an operating reserve above policy and an available fund balance that staff said enables the proposed capital funding and limited transfers to internal service funds.
Staff said they will return with final numbers and any requests to use fund balance once the prior-year audit is complete; the council had no further substantive direction on the budget at the work session.
