Glendale Heights board adopts 2026–2029 strategic plan, aligning budget and projects

The Village of Glendale Heights on May 21 adopted Resolution 2026‑R73, formally accepting the Glendale Heights 2026–2029 Strategic Plan developed with the Northern Illinois University Center for Governmental Studies.
Assistant Village Administrator Jenny Maltus summarized the process used to prepare the plan—reviewing resident data, demographic and economic trends, interviews with elected officials and staff, and focus groups—and outlined the plan’s priorities and early action items. Maltus described four priority areas (organizational effectiveness and governance; economic development and sustainable growth; infrastructure, mobility and community amenities; and community engagement, inclusivity and identity) that inform five overarching strategic goals.
Examples of near‑term work included launching online permitting and Tyler module updates, reviewing purchasing policies, implementing an employee training and development program, updating parks and recreation planning, initiating a capital improvement plan and scoping a comprehensive plan/comprehensive funding strategy for wastewater treatment work. Maltus said staff would provide quarterly updates to the village board and would use planning outputs to inform the FY28 budget.
During discussion trustees praised the planning work, and the board unanimously approved the resolution by roll call.
Next steps: staff will implement workplan items, provide quarterly status reporting to the board, and continue community engagement on projects that flow from the strategic plan.
