Carrboro council adopts land-use text amendments refining advisory-board duties, members press minor edits

Carrboro's Town Council adopted text amendments to the town's land-use ordinance on Sept. 16 that clarify responsibilities and membership rules for advisory boards and commissions.

Tina, a planning staff member, presented the package as a set of refinements to earlier consolidation work. The amendments include an annual training requirement for the planning board and board of adjustment (statutorily required boards), minor membership changes to the Safe Routes to School implementation committee to emphasize affiliation with Carrboro schools, and scope and membership clarifications for the Climate & Environmental Advisory Commission.

Council Member Haven O'Donnell asked staff to add explicit language about public education and engagement in the CAC's duties and to require collaboration with the Stormwater Advisory Committee on topics such as tree canopy and native landscaping. Some council members, including Mayor Pro Tim and Council Member Frey, expressed caution about adding operational specifics that might create workload or quorum problems for volunteer boards. Frey said existing language already authorizes staff-to-board collaboration on outreach and recommended monitoring implementation before changing ordinance text.

After deliberation, the council voted to adopt the consistency statement (Attachment A) and the draft ordinance (Attachment B) as presented; both measures passed by voice vote, 7-0.

What's next: Staff will implement the adopted text, continue coordination among boards and will return with any future refinements if operational issues arise.
