Council approves several intergovernmental agreements, tables multiple bills in May 22 meeting

At its May 22 meeting the St. Charles County Council approved a set of routine and intergovernmental measures and tabled several controversial items for further drafting.

Passed on roll call or voice vote: - Bill 5489 (recorder’s fund budget transfers): passed on roll call with affirmative votes recorded. - Bill 5492 (intergovernmental mutual-aid agreement for building/code services): passed on roll call. - Bill 5493 (amendments to private watchman and security-guard licensing in Title 6, Chapter 605): passed on roll call after brief clarification that it streamlines existing processes. - Bill 5494 (mutual aid for policing related to the 2026 FIFA World Cup events in Kansas City): passed on roll call. - Bill 5495 (intergovernmental agreements for license-plate-reader information dissemination): passed after council Q&A on retention, ownership and audit controls.

Tabled: - Bill 5490 (short-term rental ordinance): tabled after extensive public comment and council concerns about scope, grandfathering, spacing buffers and penalties. - Bill 5491 (fireworks code revisions): tabled for further vendor, fire-marshall and legal review.

Other action: The slate-roof replacement item on the consent agenda was removed for separate consideration and was tabled after discussion about insurance coverage, bid discrepancies and whether a like-kind full roof replacement is required.

What this means: Several administrative and mutual-aid measures will proceed to execution; the more contentious local-regulatory bills will return for additional drafting, legal review and public input.
