The Paulding County planning and zoning commission on May 26 recommended approval of a concurrent annexation and rezoning for two parcels so the owner can expand an existing convenience store and add retail space, including a package store.
Attorney Joel Larkin, representing LG Hum Property LLC, told commissioners the convenience store opened in February 2026 and the proposal would add roughly 3,700 square feet of retail and another approximately 5,000 square feet of leasable space. Staff recommended approval of rezoning to B2 with two stipulations and the special-use permit with one stipulation, including a traffic study coordinated with the Georgia Department of Transportation (DOT) and combining the two parcels prior to permitting.
A nearby resident, Chaz Holly, opposed the package-store component, saying the area already has a liquor retailer and that adding another package store could harm the neighborhood. "Do we really need another package store right there?" he asked. Counsel for the applicant said the owner performed a marketing analysis and believes there is local demand, and the team said it will enforce ID checks and other controls.
The county attorney discussed how state law classifies distilled spirits and noted Paulding County has limited nodes where distilled spirits are allowed. Staff emphasized that annexation will require the city to conduct its own public hearings and make final zoning decisions if annexation proceeds.
Commissioners voted to recommend approval of both the rezoning and the special-use permit; one commissioner abstained from the vote. The recommendation and the required traffic study will be forwarded to the city for final action if the annexation is accepted.
