The Millinocket School Board heard progress updates on a facilities grant and related capital work and authorized staff to proceed with project development steps.
Facilities director Louis told the board the district entered a project development agreement with Honeywell, has selected an engineering firm to conduct a building assessment, and expects to prioritize equipment procurement so long-lead items arrive by June when school is out. "We then entered into a project development agreement with Honeywell which allowed us to put the engineering out to bid," Louis said, adding that the engineering work will identify the final project cost beyond the grant amount and that the district will seek the balance of funding after design.
Board members discussed financing. Louis said the bond bank has provided preliminary projections around a 4% interest rate for any additional borrowing; he noted a $600,000 portion tied to the grant would be interest-free under prior arrangements, while any supplemental borrowing would carry market interest and require debt-service planning in next year’s budget.
The board asked for final costs from the engineering phase before committing additional funding. Louis said schedule pressure is driven by equipment lead times and that the district is working to have critical components on site by June.
Next steps: the engineering firm will begin a site assessment and design, staff will return with a final cost estimate and proposed funding plan, and the board will factor any debt-service obligations into the next budget drafts.
