Select Board advances strategic planning concept, hears updates on housing, mobility hub and town business

At the Feb. 4 meeting the Foxborough Select Board advanced early planning for a municipal strategic plan, discussed coordinating that work with the town master plan outreach and received multiple routine staff updates.
Town manager Paige outlined next steps: define purpose and scope, engage stakeholders, form a leadership/project team and identify resources and a timeline. Board members favored forming a founding committee (suggested size: seven to nine), using the committee to help draft an RFP and interview consultants, and pursuing consultant funding through the Capital Improvement Program if available. Staff said hiring a consultant could begin around July 1 if CIP funding is approved.
Staff also reported that an informational session about the Walnut Street affordable-housing project drew more than 150 attendees and that the developer asserts one parking space per unit is sufficient for the proposed 55+ building. The town filed a pedestrian bridge/mobility-hub application on Jan. 28 and conducted de-escalation training for department heads. The town announced personnel changes (an HR director start date) and said the annual town meeting warrant remains open with roughly 29 articles.
Separately, a resident raised noise and safety concerns about one-day beer/wine events at Normy Farms; staff said recent summers had about nine events and that the requested hours for outdoor alcohol service are roughly 6 p.m. to 9:30 p.m.
Action items later in the meeting included appointments, donations and approvals of one-day beer-and-wine licenses.
The board asked staff to return with proposed language for a committee advertisement and to continue master-plan outreach to amplify participation across town demographics.
