Foxborough Select Board approves manager change at Red Robin, sets $1,000 minimum bid for town property and opts out of by-mail early voting

The Foxborough Select Board on Jan. 7 approved several routine and election-related items, including a liquor-license manager change, a property-sale floor price and an opt-out of the state-authorized by-mail early-voting option for the annual Town election.
Attorney Elizabeth Pano, representing Red Robin, introduced John Tracy as the proposed manager of record for the Patriots Place location. Tracy described years of experience in the restaurant and beverage industry. The board moved, seconded and voted "all those in favor" to approve the change-of-manager application.
On a separate motion, the board authorized a minimum bid of $1,000 in the invitation for bids for the town-owned parcel at 34 School Street (assessed at $5,300) to ensure the town does not net a loss after legal and advertising costs. Town staff explained that the suggested floor would keep the sale revenue-neutral after estimated upfront costs.
The board also voted to accept a $1,200 donation to fund a memorial bench in honor of Grace K. Lynch and approved the Dec. 17, 2024 meeting minutes. Members authorized the police chief to assign officers for election-day safety and logistics, stating the chief should detail as many officers as he feels appropriate for 2025 elections.
Following a public hearing on a 2022 change to state election law allowing early voting by mail, the Select Board voted to opt out of by-mail early voting for the annual Town election. Town officials said the opt-out spares the town from mailing thousands of ballots in years with low contested races and noted that voters remain able to request absentee ballots under existing procedures.
Procedural items concluded the meeting; the board voted to enter executive session to discuss acquisition of land and easements for a prospective pedestrian bridge near the stadium and did not return to open session.
