Council hears Hurricane Harvey recovery progress; Public Safety Building receives temporary occupancy

Staff said the Public Safety Building (PSB) cleared final inspections and received a temporary certificate of occupancy; city and county departments are planning staged moves. City staff told council that dispatch and core public-safety operations will begin moving during the early morning hours of March 31, with a condensed transition window to minimize service interruptions. Temporary modular buildings and a generator that supported operations during recovery are scheduled for removal in early April; staff said the city will stop paying for those interim services once power is cut and modules are removed.
Project managers reviewed other recovery components: the gas system replacement work has progressed (meter swaps and riser replacements), with staff expecting completion of most physical work within a few weeks and a multi-month closeout period for paperwork and testing. The harbor and sanitation funds were summarized as part of the business-type activity reporting; a public-works garage project is proceeding with exterior waterproofing and planter construction, with an estimated completion window in mid- to late summer (Victory Construction estimates were cited by staff).
Rob (city/project staff) and contractor representatives also described logistics around the moves, staging and punch-list items for PSB, including installation of evidence shelving and the need to keep some evidence climate-controlled during the transfer. Staff discussed ribbon-cutting timing (late April) and parking-lot restoration that will follow module removal, estimating about six to eight weeks for that work.
Council members thanked staff and contractors for progress and emphasized continued coordination for closeouts and permits; no formal action was required on the update.
