Coppell staff outlines possible Oldtown special district, asks council for future direction

City staff provided a high-level, informational overview May 26 of a potential Oldtown special district designed to support activation, governance and long-term stewardship of the Oldtown area. No council action was requested; staff said the presentation was intended to shape future legislative drafting and stakeholder engagement.

The presentation identified three decision areas that would shape any enabling legislation: board composition (options include the council serving as the board, a council-appointed board of stakeholders, or a hybrid of elected and appointed members), naming convention (management, improvement or entertainment-style district titles), and geographic boundaries (staff showed maps based on prior council discussion and said residential parcels could be carved out or included depending on council direction). "These decision areas will inform future legislative drafting and stakeholder discussions," staff said.

Council members asked practical questions about governance and implementation: whether the council could create a temporary council-as-board arrangement that later transitions to an appointed board (staff said legislation could include such provisions), what duties a governing board would carry (programming, activation, managing funds), and how funding could be structured (options discussed included dedicated sales-tax returns to the district or use of existing city-set-asides). Several council members said they favored a geographic footprint that is slightly larger than the initial proposal so the district can accommodate future opportunities.

Council and staff also discussed the legislative path: staff said drafting would follow direction from council and that the city would pursue a local bill during the next legislative session, with championing strategy to be refined after fall elections. Staff flagged that special-district statutes vary by purpose and that the city must be explicit in enabling legislation about whether the district will levy taxes — staff said the council could choose to prohibit property-tax authority in the legislation.

Staff will return to a future work session with refined maps, samples of existing district language and more detailed governance options to enable a decision on how to proceed with drafting and legislative outreach.
