Gazowski identified himself as a 39‑year resident and described repeated attempts to work with the village’s director of buildings and Hancock Engineering without receiving what he described as substantive investigation and resolution. He said Hancock Engineering principal Mark Lucas visited his property and asked for historic photos, and later a report appeared to acknowledge that a prior permeable grass strip had been paved over during the neighboring project.
Gazowski asked the board for three actions: an independent engineering review of the drawing and drainage conditions; production of all permits, grading plans, drainage calculations, inspection reports and related approvals; and prompt corrective steps to prevent continued stormwater runoff onto his property. He supplied a landscaping replacement estimate of approximately $5,200 for hedging that he said will be damaged by the flooding.
Board members acknowledged the complaint and told Gazowski the matter is under review and staff will follow up. No formal motion was made on the floor during the meeting; trustees did not take further action beyond the staff follow-up commitment on the record.
Gazowski’s remarks link alleged drainage deficiencies to village permitting and Hancock Engineering oversight; the board’s public response recorded a staff review and a promise to get back to the resident.
