A town representative explained the project scope and budget agreement “locks in the percentage rate, the amount they're giving back to you, and the terms” of the state‑local deal. The board was told the MSBA’s maximum grant amount for the project is $68.2 million.
The board approved three related actions: the MSBA project scope and budget agreement; an owner's project manager contract amendment with Vert.Ex Companies, Inc., not to exceed $3,296,392 (total OPM authorization $3,711,318); and a design services amendment with TAP Architects, Inc., with an amendment amount not to exceed $965,000 (total contract authorization $9,789,310). Each motion passed unanimously; the town administrator was authorized to sign the agreements.
Project staff said additional, smaller amendments remain pending for geotechnical borings and hazardous‑materials subconsultant work; those items were tabled for a future action. Officials also described procurement steps for selecting a construction manager: 10 firms responded, four were shortlisted, and interviews are scheduled for Feb. 26 with an anticipated recommendation to the Select Board in March.
Board members emphasized that approving the scope agreement does not itself start construction immediately; signing the second, subsequent project funding agreement will trigger reimbursements and phased releases of funds under MSBA procedures.
Next steps: the board authorized staff to execute the approved agreements and continue procurement for a construction manager; staff will return with the CM recommendation when the selection process concludes.
