Researchers from the Rapahhanic tribe and the Smithsonian Environmental Research Center presented the board with multi-year tracking and genetic work aimed at restoring river herring runs in the Rapahanic watershed.
Dr. Henry Leget explained two main tracking approaches: PIT tags (short-range passive transponders inserted into fish to monitor repeat spawning at local sites) and acoustic telemetry (battery-powered tags detectable up to about a kilometer to map offshore migrations). The team said roughly 130 PIT tags were used this year and that acoustic receivers along the Atlantic coast capture broader movements that have informed multi-state policy discussions.
Presenters described using genetic samples combined with PIT-tag data to identify distinct spawning groups and to select restoration sites where habitat improvements would be most beneficial. They showed maps indicating that one species of river herring from the local rivers migrates offshore to George’s Bank and farther north—linking local restoration work to distant bycatch pressures in northern fisheries.
Researchers said return rates for tagged fish are modest (roughly 15–20% for initial deployments), and they noted that different species have different temperature sensitivities that influence spawning windows. Presenters said their local findings have been shared with multi-state agencies and federal partners to help refine bycatch and management measures that now use northern population baselines but affect southern stocks that follow different offshore routes.
Board members asked about population trends, genetic results and the implications of early spring heat waves. Scientists said preliminary genetic analyses suggest possible distinct genetic groups in the river system but are not yet final; they cautioned more statistical work is pending before firm conclusions.
The presentation underlined cultural and ecological importance of river herring for the tribe and local communities and the need for longer-term monitoring to guide habitat-restoration priorities.
