Trustees discussed possible reasons for the lack of responses, including the breadth of the scope and whether more targeted outreach beyond newspaper posting might generate proposals. One trustee suggested the district engage more directly with potential firms; another said narrowing the scope to a specific area might attract more proposers.
A motion to repost the RFQ for three months as written was made and seconded. The motion carried by voice vote; the minutes recorded opposition from three trustees by name: Mr. Flores, Mr. Spence and Mr. Aring (vote reported as 4-3).
Administration said that if reposting is approved staff will set deadlines for questions and submissions and may adjust the RFQ timeline to allow an appropriate question-and-response period during the posting window.
