Chubbuck council authorizes mayor to sign $910,000 railroad-crossing agreement with Union Pacific and ITD

The Chubbuck City Council on Feb. 4 authorized the mayor to enter an agreement with Union Pacific Railroad and the Idaho Transportation Department to fund and construct improvements at the Chubbuck Road railroad crossing.
Staff explained the agreement is nearly identical to a previously approved New Day Parkway agreement and that ITD will pay roughly $910,000 for the Chubbuck Road improvements. Staff also told the council that Union Pacific will not proceed with the New Day Parkway work until this crossing project is signed because the railroad wants to schedule the projects together.
Council Member Heiner moved to authorize the mayor to sign the agreement; Council Member Hernandez seconded the motion. Roll-call votes were recorded as unanimous 'yes' from Council Members Heiner, Reese, Evans and Hernandez.
The council also approved routine claims for Feb. 4, 2026, and a series of other procedural items earlier in the meeting; those votes were recorded as unanimous in the transcript.
The agreement will proceed to execution by the mayor; staff indicated the project is contingent on coordination with Union Pacific and ITD schedules and funding commitments already described by staff.
