Valparaiso board awards nearly $1.0M in construction contracts and approves $719K in bus purchases

The board voted to award the contracts and authorized notices to proceed.
Business officer Jim Holyfield presented cooperative bids for four replacement buses obtained through the Central Indiana Educational Service Center cooperative. The bids included a 72-passenger bus with wheelchair lift (International diesel, listed $194,528), two 78-passenger conventional International diesel buses (each listed at $176,880), and a 78-passenger Bluebird propane bus (listed $185,183). After trade-in adjustments the grand total reported was $719,327; the board approved the purchases.
Dr. McCall also presented three contract items: a formalized agreement with the Valpo parks partnership through Dec. 31, 2027; an amendment to the Skilman Corporation construction-manager agreement to include the interior finishes work; and a Frontier services agreement (36 months, one-time fee and monthly service charge reported). The board approved the contract considerations in a single action.
Board members asked clarifying procurement questions during discussion, including why a lower auditorium seating bid was excluded (contractor qualification and 'not apples to apples' concerns were cited). All motions were approved by voice vote with the board chair stating there were no opposing votes.
