Kavasos said she was "honestly surprised" to witness the conduct at a public, celebratory event and that she was concerned parents, students and staff may also have noticed the behavior.
Kavasos identified herself and asked the board to be aware of the situation given the public nature of the ceremony. The board heard the comment during public participation; no formal disciplinary or investigatory action was recorded in the public minutes at that time.
