Council awards $404,400 contract for Barrow County water connection Phase 1

Jerry (city staff) presented Resolution 2026-14 recommending award of the Barrow County Water Supply Connection Phase 1 construction contract. The first phase connects the city's existing line at the end of Peach Tree Road, crosses the Mulberry River, follows Covered Bridge Road and ties into a meter that Barrow County is installing. The phase provides a short-term supply of 300,000 gallons per day; a later Phase 2 would expand capacity toward multi-million-gallon needs under a longer-term contract with Barrow County.
Staff reported six bids were received; the low responsive bidder was Civil Construction & Utilities at $404,400 (approximately 14% under the next bidder and under staff's estimate). The contract is unit-price and includes allowances for unforeseen conditions, including a rock excavation allowance described in the staff presentation. Jerry said allowances for unforeseen conditions are part of standard practice and that the council approves such contracts with oversight.
Council members asked whether the contract was firm fixed-price or unit-price; staff confirmed it is a unit-price contract with specified allowances and that any additional allowances would require council approval. Council moved, seconded and approved the resolution to award the contract; staff will execute the contract and schedule preconstruction activities.
