The San Marcos Unified School District board approved a Memorandum of Understanding with the California School Employees Association (CSEA), Chapter 413, to create risk-management technician classifications and to reclassify two existing employees into those roles.
Staff said the change institutionalizes work that evolved during the COVID period — shifting from contact tracing to specialized workers’ compensation, property-claims and regulatory-compliance management — and moves the reclassified positions from a 209‑day schedule to a 12‑month calendar. District disclosures listed an approximately $2,300 increase to current-year costs and an estimated ongoing annual cost of about $25,000 beginning July 1, 2026.
During discussion board members asked about hiring qualifications, training and budget implications. Staff and trustees cited prior presentations by Director of Risk Management Marissa Evans showing proactive work that reduced the district’s property/liability premium and workers’ compensation costs; board discussion included staff claims that earlier efforts saved more than $350,000 over a prior three-year period and facilitated a $2.1 million insurance premium savings over three years when insurance structure was changed.
Supporters argued reclassifying positions will reduce turnover and improve stability in a technically specialized area that can produce multi-year savings; some trustees expressed concern about paying higher salary rates for roles that require significant on-the-job training. The board approved the MOU (moved by member Ahmad, seconded by member Martin). Staff certified the district could afford the multi-year cost.
