FERC staff warns of strained summer grid as heat, drought and wildfires converge

Federal Energy Regulatory Commission staff and the North American Electric Reliability Corporation told commissioners the 2026 summer electricity outlook shows improvements from recent capacity additions but also region-specific risks tied to extreme weather, drought and hydropower constraints that could strain reliability.
"This summer, staff expects higher than average temperatures and increased uncertainty from extreme weather events to challenge the electric grid," Alex Sterling of the Office of Technical Reporting and Economics said during the May meeting, framing the assessment for June through September 2026.
Staff projected roughly 75 gigawatts of new generation capacity additions and about 8 gigawatts of retirements year‑over‑year, with most new capacity coming from solar, wind and battery resources. Wholesale prices are expected to vary by region, with higher prices anticipated in the Mid‑Atlantic, New York and New England, while several western and mid‑continent hubs are forecast to see lower prices.
NERC and staff highlighted three assessment areas at elevated risk under extreme conditions and focused on the Colorado River Basin hydropower outlook. Staff noted the Bureau of Reclamation's April forecast showing low inflows to Lake Powell and warned that, without emergency measures, Glen Canyon Dam generation could reach minimum power pool levels; NERC estimated up to about 45,500 megawatts of Colorado River system hydropower could be affected by August 2026.
To mitigate risks, staff and NERC recommended operators review seasonal operating plans; increase communications and coordination across regions; reschedule or cancel maintenance outages for critical infrastructure; procure emergency energy and capacity from neighbors; conserve hydro in non‑peak periods; and prepare demand‑reduction measures and public conservation appeals if necessary. They also urged attention to congestion and transfer limits in areas such as far‑west Texas, where rapid load growth and low renewable output can create local thermal and voltage risks.
Commissioners noted that while resource additions have strengthened summer readiness compared with some prior years, the simultaneous occurrence of drought, wildfire risk and high temperatures increases uncertainty. The commission encouraged continued monitoring of Bureau of Reclamation forecasts and close coordination with regional operators and NERC guidance.
The staff assessment and the NERC report are posted on their respective websites; commissioners invited industry and states to follow the recommendations and adopt preparedness measures ahead of summer peak conditions.
