H3 project manager briefs Manchester Board of Aldermen on comprehensive plan update

"They are currently in Phase 1 and Phase 2," Breihan said, describing the status of the planning work. He told aldermen that overall population has slipped slightly from its historic high in 2000, while renter-occupied housing has increased by 5.5 percent. Breihan said the number of senior citizens and children rose, White and Black resident counts declined, and Asian resident counts more than doubled.
Breihan also reviewed employment trends, saying jobs in the area have grown about 35 percent since 2002 but that there has been a decline of roughly 400 jobs since 2016. He framed those figures as context for how the city should think about land use, housing needs and local economic strategies going forward.
On public perception of commercial corridors, Breihan summarized community-survey results showing Manchester Road earned a 67 percent rating while neighborhood safety scored 80 percent; he added that respondents reported visiting stores in the Manchester area about one to two times per month.
Mayor Mike Clement and the aldermen received the presentation; no formal land-use decisions or votes were recorded on the plan itself during the session. With no further business, Alderman Baumann moved to adjourn, Alderman Toben seconded and the motion carried unanimously. The meeting adjourned at 6:45 p.m.
Next steps: The presentation provided baseline findings for the board’s consideration; Breihan’s remarks indicate further phases of the comprehensive-plan process will follow, but no schedule or formal next meeting on the plan was announced during the session.
