Beth Worling, planning and project manager with the Grama Group, told the board the fit‑out covers 14,573 square feet and would include roughly 35 to 40 arcade machines. "The fit out is of a 14,573 square foot retail space, with an indoor kids play area, including 35 to 40 plus or minus arcade games," Worling said, adding that the applicant expects to create about 15 to 20 new jobs and that primary parking would be in Lot 23. Worling also told the board, "We're not concerned about impacts to traffic because the site can already accommodate [parking] through the existing parking."
Applicant Jintao (Richie) Liu, who will operate and own J7 Adventureland, answered board questions about hours and event-day operations. "So from Monday to Thursday, we're proposing to open from 10 to 8; Friday and Saturday 10 to 9; and Sunday 11 to 6," Liu said, noting staff would advise parents about reservations during stadium event traffic.
Board members asked about parking and traffic during game days at nearby Patriot Place and noted the use could generate additional foot traffic for the retail center. After public‑hearing discussion, a member moved to close the hearing and then moved to approve the special permit "with standard conditions," a motion the board seconded and approved.
The permit allows J7 Adventureland to occupy the former Olympia Sports space in the North Marketplace and operate as an indoor recreation facility that includes more than three arcade machines, a use for which Foxborough zoning requires a special permit. The applicant committed to work with the Board of Health on required food‑service licenses and inspections.
The board concluded the item by voting to close the hearing and approve the special permit. The project will proceed under the board's standard conditions and any separate permitting (for example, Board of Health approvals) required for operation.
Next steps: the applicant will finalize permits and coordinate any required health inspections before opening.
