Downey planners unveil comprehensive general plan update; draft due in June

MIG’s team described robust community outreach in 2024–26, an Environmental Impact Report (EIR) process concurrent with the draft release, and a planned public adoption timeline in the fall.
On substance, staff said the proposed alternative would expand long‑term housing capacity by about 22% (roughly 10,000 additional units of capacity over the long term) and increase commercial/industrial capacity by a more modest amount through redevelopment of underutilized sites. Staff emphasized the changes are concentrated on corridors and targeted nodes rather than citywide wholesale rezoning. Planners also said they added housing overlay zones to certain commercial corridors to enable mixed‑use development while allowing existing commercial uses to continue.
Consultant Laura Stson described recent outreach including a community workshop at Apollo Park and said staff would continue one‑on‑one meetings with property owners to resolve questions before the formal hearing process. The draft general plan and the EIR are expected to be released in late June; planning‑commission study sessions and public hearings will precede a council adoption hearing projected for October–November 2026.
